(a) Whenever any street or alley or part thereof is closed either for repair, rebuilding, construction or reconstruction thereof; or for accommodation of maintenance, repair or similar service work to any adjacent utility or the trimming of trees, and suitable warning signs or barricades are put in place which so advise the public or from which a reasonable member of the public would so conclude, it shall be unlawful for any person or operator without authority from the proper official to:
(1) Tamper with, destroy or remove any such barricade, warning sign, light or torch used to close the street or alley or warn the public of the closing; or
(2) Drive on that portion of the street or alley that is closed; provided, however, nothing in this section shall be construed as prohibiting the regular authorities of the city, state or federal government, or the applicable utility company, from having free access to the work at all times.
(b) It shall be unlawful for any person to fail, neglect or refuse to comply with the restrictions or traffic regulations in a zone marked as set out in subsection (a) or fail to comply with the traffic orders or traffic directions given by a flagman or ground crew of the work detail in such a zone.
(c) It shall be unlawful for any person to drive through or into a zone marked as set out in subsection (a), unless a lane for such traffic through such zone is provided and clearly marked for such purpose or unless authorized to do so by a flagman or ground crew of the work detail in such a zone.
(d) It shall be unlawful for any person to drive around a zone marked as set out in subsection (a) by driving off the paved or main traveled portion of said street or alley, unless authorized to do so by a flagman or ground crew of the work detail in such a zone.
(e) A zone such as is described in subsection (a) may be marked, wholly or in part, by one or more trucks or trailers or other vehicle, or any combination thereof, located in advance of the workers or equipment for protection, and which are equipped with flashing or revolving lights or other like indicia, commonly called a “shadow vehicle”, as provided in the “Manual Of Uniform Traffic Control Devices”.
(f) Every person convicted of a violation of this section shall be punished as provided in section 14-104.

In accordance with the applicable section governing stop and yield signs in the Standard Traffic Ordinance, as adopted by the City in Article 1, and when signs are erected giving notice thereof, drivers of vehicles shall stop or yield as the sign directs at every intersection before entering any of the following streets or parts of streets, which are hereby designated through streets:
(a) Maple Street from its intersection on the south with the south corporate City limits and on the north with its intersection with the north corporate City limits.

When properly posted, traffic shall move only in the one direction indicated on each of the streets or alleys, or portions thereof:
(a) On the street running parallel to East Fifth Avenue, between Oak Street and Main Street (and being a part of the courthouse square in block 46 of the original city of Garnett), vehicular traffic shall move only from west to east thereon.
(b) On the alley between Fourth and Fifth Avenues, from Maple Street to Vine Street, vehicular traffic shall move from east to west thereon.
(c) On the loading zone north of Longfellow school, parallel to and adjacent immediately to the south of the paved portion of Sixth Avenue, vehicular traffic shall move from west to east thereon.
(d) On the alley between Fourth and Fifth Avenues, from Oak Street to Walnut Street, vehicular traffic shall move from east to west thereon.

No person shall operate or halt any vehicle in careless or heedless disregard for the safety of persons or property.
