(a)   The city of Garnett installs and operates streetlights to enhance public safety as it relates to vehicular traffic safety and pedestrian safety along city streets. The major objective is to reduce motor vehicle and pedestrian accidents by illuminating potential points of conflict. Streetlights may also be used to illuminate city owned property and rights of way for security and public safety purposes.

(b)   The policy set forth in this article will establish a process for considering the installation of streetlights by the city of Garnett. This policy also establishes criteria for acceptance of streetlights installed by an entity other than the city of Garnett.

Any citizen of the city of Garnett may request the installation of a streetlight. The request for a streetlight installation shall include the following information:

(a)   A letter from the citizen requesting the installation of a streetlight.

(b)   An identification of the city street and general location where the requested streetlight would be installed.

(c)   A description of the situation creating the need for a streetlight.

(d)   Statement of notification of property owners within a two hundred foot (200’) radius of the location of the proposed streetlight.

(e)   Upon receipt of the application, the city staff will determine the installation cost of the streetlight and the annual operating cost of the streetlight.

(f)   The city staff will review the submitted information to evaluate conformance to the purpose and criteria of this policy.

(g)   The city staff will make the decision for or against the installation of the street light or lights.

The city of Garnett, Kansas, may choose to install and assume financial responsibility for streetlights in the following instances:

(a)   Lighting the intersection of city streets.

(b)   Lighting potential road hazards where increased illumination may ease the potential traffic hazard.

(c)   Lighting areas where substantial numbers of pedestrians walk in the dark.

(d)   Streetlights installed on public right of way.

(e)   Streetlights installed will be rated nine thousand five hundred (9,500) lumens at the source in residential areas and rated twenty-five thousand (25,000) lumens at the source in commercial areas.

(f)   Streetlights will be installed at a spacing of not less than two hundred fifty feet (250’) in residential areas and not less than one hundred eighty feet (180’) in commercial areas.

However, the city of Garnett will not install, or assume financial responsibility for streetlights installed either at an entrance to a private drive onto a city street or on private traveled easements or driveways.
