The International Plumbing Code, 2018 Edition, published by the International Code Council, 4051 West Flossmoor Road, Country Club Hills, Illinois 60478-5794. Not fewer than three copies of said code shall be marked or stamped “Official Copy as adopted by Ordinance No. 4197” and to which a copy of said ordinance shall be attached, and which shall be maintained in the office of City Clerk in the City Hall of Garnett, Kansas.

(a) It shall be the duty and the responsibility of the City of Garnett Director of Inspection and Planning to supervise and enforce the provisions of this article, including, but not limited to, the provisions of the international plumbing code.
(b) When a plumbing permit is required, the following fees shall apply:
(1) Commercial/Industrial/Multi-Family Fee:
All new construction: Included in building permit fee. There is no additional plumbing permit fee.
All other cases: Fifteen dollars ($15.00).
(2) One- And Two-Family Dwelling Unit Fee:
All new construction: Included in building permit fee. There is no additional plumbing permit fee.
All other cases: Ten dollars ($10.00).
(3) Garages And Outbuildings Fee: When a permit is required, fees in all cases for garages and outbuildings shall be:
Commercial/industrial/multi-family: Fifteen dollars ($15.00).
One- and two-family dwelling unit: Ten dollars ($10.00).
(4) Prevailing Fee Schedule: Any fee schedule set out in the international plumbing code, as adopted from time to time by the city of Garnett, Kansas, is abrogated, and the fees stated in this section shall prevail. Any reference in the said code to fees for code administration shall be deemed to refer to this section.

(a) Customer Owned Service Lines: As used in this chapter, the term “customer owned service line” shall mean the buried gas piping running from the customer's meter to the foundation wall of the customer structure served by the gas utility and which piping is owned and maintained by the property owner. When gas meters are placed near the customer's structure, the "customer owned service line" begins at the property's yard valve in the city's easement.
(b) Tracer Wire: A tracer wire of solid copper, insulated wire suitable for direct burial and of a minimum size of 12 Average Wire Gauge shall be required for all new installations of nonconductive (plastic) water service lines.
(c) Location Of Water Meters: Water meters are not permitted to be located inside or within any building or structure, unless approved for such location by the administrative authority.
(d) Galvanized Pipe: Galvanized pipe is prohibited for use in any new installations.
(e) Threaded Plastic Pipe: Threaded plastic pipe and fittings are prohibited in any underground service line installations and at connections to any water meter installation.

(a) A vented trap is required on all residential and commercial buildings.
(b) A tracer wire of solid copper, insulated wire suitable for direct burial and of a minimum size of 12 Average Wire Gauge shall be required for all new installations of nonconductive (plastic) sewer lines.
(c) The equivalent of SDR 35 PVC pipe or better must be used for the installation of all sewer lines. However, if the line is laid under a driveway, schedule 40 PVC pipe or better must be used.
