A Board of Health for the City is hereby created to consist of the following members:

The Mayor, one (1) other member of the Board of Commissioners and one (1) other citizen of the City. Provided that one (1) member of said Board of Health shall be a regularly licensed and practicing physician within the City.

The members of the Board of Health shall be appointed by a majority vote of the members of the Board of Commissioners of the City and shall hold their office until their successors ore appointed and qualify.

The Board of Health, or any member or members delegated there from, shall have power to examine private premises, as well as public, in the interest of the health of the City, and, if deemed necessary by said Board, to cause any and all premises, buildings, or other place or places, to be cleaned or disinfected, or both; and to adopt and enforce rules and regulations of a sanitary character that may be deemed necessary. They shall have such power and authority as is delegated by the Laws of the State of Kansas to the Boards of Health of like degree.

The Mayor shall be Chairman of the Board of Health and shall have power to call the Board together at any and all times and in case of his absence, inability or refusal so to act, then the other members may call and hold meetings. Provided that the minutes of such meeting shall show the absence, inability or refusal of the Chairman to call such meeting.

A majority of said Board shall constitute a quorum for the transaction of any and all business of said Board.
